Cindy Anderson, P.E., Executive Director

Cindy joined TEAM Santa Rosa because she wanted to give back to the community she’s lived in and loved for nearly two decades. She’s certainly fulfilled this hope as TEAM has enjoyed tremendous success under her leadership. Cindy has a knack for staying focused on the big picture, as well as for solving any obstacles that get in the way.

To Cindy, the big picture is simply this: create a vibrant, sustainable community by enhancing economic development. She holds steadfast to this vision and guides her staff to do the same. In keeping with this focus, Cindy strives continually to align and integrate TEAM’s four key components – Recruitment, Retention & Expansion, Military Affairs, and Agribusiness.

Prior to joining TEAM Santa Rosa, Cindy served as County Engineer for Escambia County for nine years. She enjoys translating her engineering strengths and skills to advance Northwest Florida in a whole new way. Cindy earned a bachelor’s degree in civic engineering from the University of Oklahoma.

Today, Cindy is involved with a variety of community organizations. She sits on the board of director’s for the Santa Rosa Chamber of Commerce, the Children’s Services Center of Northwest Florida, and Florida’s Great Northwest. She is also on the Committee for Alternative Energy for Northwest Florida and is a member of the Futbol Club Santa Rosa.

Pat Lockard, Industry Developer

Pat works to retain and expand existing industries by keeping them informed of available resources. She is also working toward building a database with comprehensive information on all industry in Santa Rosa County to ensure all potential synergies are maximized. Other programs she heads up for industry include NASA technology transfer, international trade, and training grants for new and incumbent workforce.

Pat also makes it her mission to keep the community aware of the companies in the County and the great economic and civic contributions they make to the community. “Prosperous and sustainable industry is crucial to a strong community and the basis of a strong economy.”

Pat’s background has been in marketing with national companies, and she volunteers with several civic and charitable organization.

Shannon Ogletree, Industry Recruiter

Shannon leads the charge when it comes to industry recruitment. He focuses his time and energy on building relationships, researching target industry, uncovering information that will help attract new business, participating in national and international conferences, and writing grants.

Prior to joing TEAM Santa Rosa, Shannon worked at the Pensacola Chamber of Commerce and the HAAS Center at the University of West Florida, rounding out nearly a decade in economic development.

Shannon came to Northwest Florida from Alabama when he transferred with a local company that relocated to this region. Eventually, many jobs were lost, and this lit the fire for Shannon. He knew he wanted to assume a role where he could help ensure business success. Kudos to him! Shannon, along with TEAM, has truly put Santa Rosa County on the map.

Tina Stewart, Office Manager

Tina is perhaps the unsung hero of TEAM Santa Rosa, working behind the scenes day in and day out to keep TEAM and its members on a successful track. Drawing on her strong organizational and customer service skills, Tina masters everything from scheduling and planning, to overseeing membership and human resources, to bookkeeping and payroll.

Tina joined TEAM Santa Rosa in 2004 and appreciates the way everyone in the office pitches in, truly sharing ownership in the work they do. As a native of Santa Rosa County and a graduate of Leadership Santa Rosa, Tina is honored to support economic development efforts in Northwest Florida.

Prior to joining TEAM Santa Rosa, Tina worked at the Escambia County Engineering Department for five years.

Chris Wilcox, Agribusiness Manager

Chris is a fifth generation farmer. He earned his bachelors’ degree in Plant Science from the University of California, Davis. He worked on his family’s farm and then managed a 725 acre fruit growing, packing and marketing enterprise. He hopes to help the successful farmers in the region to diversify their cropping options and expand their markets. He is committed to developing value added processing facilities allowing producers to keep more of the retail dollar generated by the sale of their products.

The value Chris brings to TEAM is in his experience not only in farming, but also in managing a successful agribusiness industry. He is married to Shawn, a first grade teacher. They have two children attending Santa Rosa County schools.
